What will you be doing in this role?

The Payroll Analyst performs a variety of functions in areas of payroll administration, payroll audit, and the application of best practice payroll processes. Compile, analyze, and document issues on payroll and related activities in order to identify systemic issues or errors to troubleshoot. Research and respond to payroll inquiries from internal and external customers. Support internal audits of various payroll areas and prepare materials for external and internal auditors. Reconcile all tax and unemployment liability accounts to general ledger, investigate variances, and provide corrective action solutions. Responsible for preparation of quarterly and year-end payroll tax reporting and research and resolve payroll/tax reporting issues. Works under minimal supervision with wide latitude for independent judgment. Provides training and support to department staff and first line for payroll escalations.

Duties and Responsibilities:

  • Responsible for initiating, monitoring, processing, and auditing bi-weekly payroll runs for the organization. Setup each job, audit results, review errors to determine corrective action and balance before moving to the next step in the processing. Leads and administers ADHOC payroll request runs for Incentive, Annual Sick and PTO payouts, discretionary bonuses, etc. to include review and audit results, and any corrective action.

  • Research and resolve requests from internal/external clients including state and federal government agencies. Prepare ADHOC reconciliations, reports, and deliver accurate information. Run month-end, quarterly, and year-end closing payroll reports; prior to delivering to internal/external customers (not inclusive of EDD, IRS, vendors, auditors, CSMC management, etc.) administer quality review, analyze transactions, resolve discrepancies, and provide key observations and/or recommendations as needed.

  • Compile, analyze, and document issues on payroll and related fiscal activities in order to identify systemic issues or problems. Recommends corrective action solutions, as needed.

  • Monitor and audit employee data in areas of Absence Management Plans to determine data is correct and meets compliance policy and procedure requirements. Determine if adjustments are needed and follow through with changes to ensure data is compliant within reporting/systems.

  • Determine if adjustments need to be made to move employees in and out of different pay plans when transfers, promotions, demotions, full-time or part-time changes as status changes are entered into the system.

  • Gather and interpret data to create and distribute regular and ad-hoc reports to management and clients as needed.

  • Lead and administer employee trainings on payroll policies and usage of payroll related systems.

  • Prepare and submit federal and state payroll taxes that need to be made to remote states. Determine the filing frequency for each and manage the tax liability payments (month-end, quarterly-end, year-end).

  • Assist Foreign Nationals with navigating through the third party treaty system and accurately sets up tax deductions based on each countries treat agreements with the US.

  • Analyze payroll inquiries for accuracy when submitted requesting re-classes to VHT, SICA, ALP, HOL and VAC. If accurate, executes steps to make the adjustment.

  • Review and update training materials on payroll processing and maintain internal policies and procedures in accordance with the state and federal legal / compliance requirements.

Department Specific Responsibilities

  • Is responsible for all payroll tax activities, including compliance with local, state, federal and international regulators.

  • Researches laws and regulations regarding taxes and payroll withholding procedures.

  • Performs review regularly of the Payroll system to ensure data integrity and provide recommendations to the management team from tax compliance perspective.

  • Coordinates registration and set-up in employment tax localities.

  • Assists with set up and maintaining out-of-state employees in payroll system.

  • Coordinates with external consultants to provides tax guidance/training/support to Payroll Staff to ensure adherence to applicable regulations, policies and pay practices.

  • Maintains current knowledge of applicable regulatory requirements and Cedars-Sinai pay practices and processes.

Education:

  • Associate Degree/College Diploma minimum

  • Bachelor’s Degree in Business, Accounting, Finance, and/or related field preferred

Work Experience:

  • 7+ years of advanced payroll experience

  • 1+ year overseeing and leading a departmental team (non-supervisory) preferred
